A. The projects listed in this Item shall be handled in accordance with § 4-4.01 s. of this act and Executive Memorandum 1-97.

B. The Director of the Department of Planning and Budget may authorize an interest-free treasury loan to the institutions of higher education listed above to cover the cost of the projects until energy savings are realized.
C. If a project is evaluated and it is determined that financing under the provisions of § 4-4.01 s is not feasible, the institutions of higher education listed above may request consideration of capital project authorization from the 1999 session of the General Assembly.
