Bonds will not be issued to finance the Clinch Valley College residence hall project until the college has certified, through submission of a revised financial feasibility study, to the Departments of Planning and Budget and Treasury that housing fee increases will not exceed the rate of inflation as measured by the Consumer Price Index (CPI).
