Effective July 1, 2025, the Department of Medical Assistance Services shall have the authority to update the rates for services based on the most recent rebasing estimates as follows: Consumer-directed (CD) Management Training shall be increased to $85.76 per hour in Rest-of-State and to $95.55 per hour in Northern Virginia; CD Initial Comprehensive Visit shall be increased to $343.06 per visit in Rest-of-State and to $382.17 per visit in Northern Virginia; CD Routine Visit shall be increased to $107.21 per visit in Rest-of-State and to $119.43 per visit in Northern Virginia; CD Reassessment Visit shall be increased to $171.53 per visit in Rest-of-State and to $191.09 per visit in Northern Virginia; and CD Employee Management Training/Consumer Training shall be increased to $212.52 per visit in Rest-of-State and to $276.27 per visit in Northern Virginia. The department shall have the authority to implement these changes prior to completion of any regulatory process to effect such change."



Explanation

(This amendment provides $852,896 from the general fund and $992,221 from nongeneral funds in fiscal year 2026 to increase Medicaid rates for consumer-directed services for non Medicaid Developmental Disability (DD) Service Providers by 3 percent. Chapter 2, 2024 Special Session I, provided a 3 percent rate increase each year in the 2024-26 biennium for these services provided through the DD Waivers. However, these services are also provided to Medicaid recipients outside of the Waiver programs. This increase would mirror the 6 percent rate increase to be provided in fiscal year 2026.)
