Page 393, after line 55, insert:

"OOOOO. The Department of Medical Assistance Services shall work with stakeholders to revise the current regulations for Medicaid Multi-Systemic (MST) Family Services to mirror the workforce requirements outlined in the actual MST model, to address the shortage of practitioners and increase access for those youth and families who might otherwise face family disruption and/or out-of-home placement of the youth. Current Medicaid regulations contain stricter workforce requirements that the evidence based model for MST services. The department shall have the authority to promulgate emergency regulations to implement these changes within 280 days or less from the enactment of this act."



Explanation

(This amendment adds language requiring the Department of Medical Assistance Service to modify the current regulations for Medicaid covered Multi-Systemic (MST) Family Services to mirror the MST model workforce requirements. Current regulations are much stricter than the model making it difficult to fully staff teams, particularly in rural and underserved areas of Virginia. Language authorizes the department to adopt emergency regulations to implement the changes.)
