Page 405, after line 22, insert:

"J. The Department shall require the closure of any coal combustion residuals surface impoundments located in the Chesapeake Bay watershed. Such closure shall include the removal of all coal combustion residuals for disposal in a permitted landfill that meets federal criteria and that the impoundment site shall be reclaimed in a manner consistent with federal mine reclamation standards.  Included in the appropriation for this item is $2,500,000 in the second year and 20 positions from the general fund to support the monitoring and enforcement costs incurred by the Department consistent with legislation before the 2019 General Assembly."



Explanation

(This amendment provides $2.5 million GF and 20 positions to address the fiscal impact of enforcing and monitoring the provisions of coal ash related legislation before the 2019 General Assembly.)
