"F.  The Department of Social Services shall designate two existing staff in each regional office the responsibility for ongoing monitoring and reviews of foster care cases. One position shall review the circumstances of children placed in congregate care to ensure medical necessity of that placement, as well as other health-related issues, such as medication management, frequency of doctor visits, and use of psychotropic medication. The second position shall continue to conduct case reviews at all local departments in their regions to ensure children are receiving foster care and adoption services from local departments, as required by law. When technical assistance staff are unavailable, either of these positions shall also be available for temporary staffing support for local departments with high caseloads."



Explanation

(This amendment directs the Department of Social Services to use existing regional staff positions to be responsible for ongoing monitoring and reviews of foster care cases. One position would review the circumstances of children placed in congregate care to ensure medical necessity of that placement, as well as other health-related issues, such as medication management, frequency of doctor visits, and use of psychotropic medication. The second position would continue to conduct case reviews at all local departments in their regions to ensure children are receiving foster care and adoption services from local departments, as required by law. When technical assistance staff are unavailable, positions should also be available for temporary staffing support for local departments with high caseloads. This is a recommendation from JLARC's report on the foster care system.)
