"YYY.  The Department of Medical Assistance Services, in collaboration with the Department of Social Services, shall develop and implement, by no later than January 1, 2020, a nurse and social worker home visiting program for newborns in Medicaid whose mothers have Substance Use Disorder. The Department of Medical Assistance Services shall have the authority to amend the State Plan for Medical Assistance, or any waivers, as necessary to implement such program and is authorized to make the changes to implement the program prior to the completion of the regulatory process.  The Department of Social Services is authorized to use Temporary Assistance to Needy Family block grant funds for services not eligible for Medicaid in the program."



Explanation

(This amendment requires the Department of Medical Assistance Services, in collaboration with the Department of Social Services, to develop and implement a nurse and social worker home visiting program for newborns in Medicaid whose mothers have Substance Use Disorder. Under the new program, registered nurses and licensed clinical social workers will conduct initial home visits to newborns during the first two years of life. During the home visits, they will evaluate the caregivers and infants, refer the caretakers to Substance Use Disorder evaluation and treatment services available under the Medicaid Addiction and Recovery Treatment Services program, teach parenting skills to the mothers and caregivers, and determine if any additional interventions are indicated that would prevent neglect or death. The program would maximize Medicaid funding to the extent possible. Services that Medicaid cannot cover shall be covered by Temporary Assistance to Needy Family block grant funds.)
