Explanation

(This amendment provides $3.3 million from federal funds and three positions the second year to create a Controlled Substances Tracking System that will allow data analysis in real-time to identify pill mills, drug diversions and imminent outbreaks of prescription drug abuse. This system is contingent on the receipt of federal funding.)
