Page 291, after line 47, insert:

"F.1.  The Secretary of Health and Human Resources shall develop a Virginia Strategic Action Plan to address health impacts of climate change to assist health professionals in preparing for and responding to the public health effects of climate change. The plan shall serve as a guide to assist public health and health care professionals in preparing for and responding to health impacts of climate change in the Commonwealth and shall include provisions for: (i) assessing the capacity of the Commonwealth's health systems to respond to and cope with health impacts of climate change, including the identification and prioritization of communities and populations vulnerable to health impacts of climate change; (ii) providing outreach and communication aimed at public health and health care professionals and the public to promote preparedness and response strategies for health impacts of climate change; (iii) providing for programs across agencies of the Commonwealth to advance research related to health impacts of climate change; (iv) identifying and assessing existing preparedness and response strategies for health impacts of climate change; (v) prioritizing critical public health and health care infrastructure projects necessary to respond to health impacts of climate change; (vi) providing modeling and forecasting tools for health impacts of climate change; (vii) establishing academic and regional centers of excellence to study health impacts of climate change; (viii) providing technical assistance and support for preparedness and response plans for health impacts of climate change in localities; and (ix) developing, improving, integrating, and maintaining domestic and international disease surveillance systems and monitoring capacity to respond to health-related impacts of climate change. In developing the plan, the Secretary shall consult with appropriate local, state, and federal agencies, local governments, Native American tribes, public health organizations, scientists, and other interested stakeholders.

2. The Secretary shall submit to the General Assembly an executive summary and report of its progress no later than the first day of the 2020 Regular Session of the General Assembly and no later than the first day of the Regular Session of the General Assembly every year thereafter. The executive summary and report shall be submitted for publication as a report document as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website."

(This amendment directs the Secretary of Health and Human Resources to develop a Strategic Action Plan to address the health impacts of climate change to assist health professionals in preparing for and responding to the public health effects of climate change.)
