Page 480, line 10, strike "$600,000" and insert "$3,100,000".

Page 480, after line 46, insert:

"D. Included in the amounts for this item is $2,500,000 in the second year from the general fund to establish the Virginia Community Military Partnership Fund for grants in support of local infrastructure projects deemed to have a positive impact on the military value of existing federal military installations in the Commonwealth.  The Secretary shall be responsible for development of grant guidelines which shall, at a minimum, address: i.) impacts on community and military infrastructure; ii.) current and future mission capabilities; iii.) impacts on operational readiness, availability and condition of land, facilities, and associated airspace; iv.) impact on current mobilization and future total force requirements; and v.) reduction in cost of operations of existing facilities.  The guidelines shall give priority to those project proposals that have matching funding from non-state sources. The Secretary of Veterans and Defense Affairs shall report to the Chairmen of the the House Committee on Appropriations and the Senate Committee on Finance on any such grants awarded and real property acquisitions undertaken from funds appropriated in this item."


(This amendment provides $2.5 million GF in the second year to establish the Virginia Community Military Partnership Fund to provide grants for local projects that enhance the value or viability of military installations.)
