"P. The Department of Social Services (DSS) shall make available one-time funding to encourage providers to use the Treatment Foster Care Oregon (TFCO) model of evidence-based services as a cost effective alternative to group homes or residential treatment and to ensure access to services.  These funds shall be made available to providers selected by DSS and receiving technical support through the Service Coordinator(s) to support the development of evidence based prevention services and programs for children at risk of entering foster care and their families."



Explanation

(This amendment adds $592,250 from the general fund in fiscal year 2020 for one-time costs associated with encouraging providers to use the Treatment Foster Care Oregon (TFCO) model of evidence-based services as a cost effective alternative to group homes or residential treatment and to ensure access to services. Many providers may choose not to become Qualified Residential Treatment Providers. Supporting an evidence-based treatment foster care model would provide a higher level of community and family-based care for children who alternatively may be placed in a residential facility.)
