Explanation

(This amendment provides $1.8 million from the general fund in fiscal year 2020 for the Department of Corrections to establish Day Reporting Centers in the Richmond City, Buchanan/Tazewell, and Norfolk City probation districts. The funding would allow the Department to contract with providers to offer intensive drug treatments to offenders upon release if they have previously received intensive drug treatment in a Department facility. The Day Reporting Centers would also be capable of providing mental health, job readiness, domestic violence, life skills, and other support services to offenders upon release. This proposal has been endorsed by the Joint Commission on Health Care.)
