Explanation

(This amendment expands approved programs and uses of the At-Risk Add-on Supplemental program funding to include costs of hiring licensed marriage and family therapists. The rationale is that many of the children who are deemed "at-risk" for educational achievement are bringing problems and issues from their homes, neighborhoods and communities that are impacting their ability to meet educational requirements. Marriage and family therapists (MFTs) are uniquely trained and experienced to work with those families directly or to understand and guide the children individually to better cope with the obstacles that exist outside the school setting. MFT's are the newest of the behavioral health professions and have not been included in laws and regulations as those laws and regulations are generally based on the language of previous work which precedes the existence of a regulated profession of marriage and family therapist. This budget amendment would enable school divisions to retain the services of a family therapist to help children and adolescents better manage the difficulties that home and neighborhood place in the student's path.)
