"I. Out of this appropriation, $300,000 the second year from the general fund and one full-time position is provided to the Department of Education to oversee and administer the school personnel climate survey referenced in paragraph H of this item, and the analysis and reporting of such data results."

Explanation

(This amendment provides $300,000 the second year from the general fund to the Department of Education along with one full-time position that would oversee and administer the school personnel climate survey and complete analytical work and reporting of results. A grant from the University of Virginia provided funding to the Department to develop the survey which is expected to be available in the Spring 2019 and then administered biennially. Existing language in the current adopted budget, Chapter 2, directed that a survey be developed which would evaluate school-level teaching conditions and the impact such conditions have on teacher retention and student achievement. In addition, the survey was to include questions regarding school leadership, teacher leadership, teacher autonomy, demands on teachers' time, student conduct management, professional development, instructional practices and support, new teacher support, community engagement and support, and facilities and other resources. Survey participation would be voluntary and anonymous. Existing language also directs the Superintendent of Public Instruction to report the results of any school personnel survey to the Chairmen of the House Committees on Appropriations and Education and to the Senate Committees on Finance and Education and Health annually before the first day of each General Assembly Regular Session.)
