Page 262, after line 36, insert:  "D.  The Department of Conservation and Recreation shall distribute its portion of the state revenue surplus and unexpended state agency balances directed to the Water Quality Improvement Act on July 1, 1998 and July 1, 1999 among grant projects on the James, York, and Rappahannock Rivers to implement Chesapeake Bay Tributary Strategies adopted for nutrient reduction on those rivers.  If the state does not adopt tributary strategies by July 1, 1998 for the James and the York, and by January 1, 1999 for the Rappahannock, projects designed to reduce nutrients in these rivers will still be eligible for Water Quality Improvement grants."


Explanation
(This amendment ensures that nonpoint source nutrient reduction projects on the James, York, and Rappahannock Rivers will be eligible for funding under the Water Quality Improvement Act. Beginning in FY 1999, moneys deposited to the fund under § 10.1-2128 of the Code of Virginia would be targeted to these projects, irrespective of the status of the river basins' tributary strategies.)
