Explanation
(This amendment provides $150,000 each year from special funds, and three (3.0 FTE) positions for training, technical assistance, and clinical supervision of local Alcohol Safety Action Programs. This amendment will enable the local programs to provide assessment, treatment, and supervision of misdemeanant offenders convicted of drug violations in General District Court. This is a recommendation of the Virginia State Crime Commission study of substance abuse services to offenders, pursuant to House Joint Resolution 443. This amendment is contingent upon final passage of Senate Bill 317.)
