J.1.  Out of this appropriation, $550,000 and 10 positions in each year from the general fund is provided for staff who will be responsible for coordinating workforce training in the campus service area.  The staff will work with local business and industry to determine training needs, coordinate with local economic development personnel, the local workforce training council, and other providers.
2.  Under the guidance of the Statewide Workforce Training Council, authorized under SB 383, the VCCS shall report to the Chairmen of the Senate Finance and House Appropriations Committees by November 4, 1998, on the performance measures to be used to evaluate the effectiveness of the workforce recruiters and the criteria the Board uses to place these staff at the various schools.  It is the General Assembly's intent that the VCCS maximize these positions by encouraging funding matches at the local level.".


Explanation
(This amendment provides workforce training coordinators for the Virginia Community College System. This amendment is a recommendation of House Joint Resolution 622, the Joint Subcommittee to Study Noncredit Education for Workforce Training in the Commonwealth.)
