SFC/HAC Study of Health Care (language only)

Item 1 #5s

Item 1 #5s

Legislative Department
General Assembly of Virginia

Page 5, following line 55, insert:
"E.  Given the Commonwealth's responsibilities for purchase of health care services for employees of state government, Medicaid beneficiaries and children soon to be eligible under S-CHIP, and given the tremendous market effect that such expenditures have on enrollees and the various health providers and health plans in each region of the State, the House Appropriations and Senate Finance Committees are directed to study the practices, policies and procedures through which health plans procure health services, in order to ensure that state health purchasing practices neither directly nor indirectly foster any anti-competitive disadvantages nor that any such health plan is able to marshal market concentration using state resources to dominate or otherwise compete unfairly in any area of the State.".

(This amendment directs the House Appropriations and Senate Finance Committees to conduct a study of practices by which health care services are procured.)
