"The amounts for Probation and Parole Services Local Grants and Contracts include $100,000 each year from the general fund to establish juvenile drug courts in selected judicial districts. Such funds shall be provided as matching grant funds and shall be limited to those districts which have received a federal grant for planning a drug court program and which have applied for federal grants to implement such programs. It is the intent of the General Assembly that all funds and services provided to such courts be provided through local juvenile court services units of the Department of Juvenile Justice."
