Explanation
(This amendment provides increased funding for mental health services for persons who are deaf, deaf and blind, and hard of hearing. Funding will be used to: (i) hire a full-time state coordinator to focus and coordinate existing systems for persons who are deaf, deaf and blind, and hard of hearing; (ii) expand existing specialized services that are community-based and facility-based; (iii) increase accessibility to a wider spectrum of services through training of staff in the communication and service needs of persons who are deaf, deaf and blind, or hard of hearing; and (iv) develop new specialized services to address the unmet needs of persons with these disabilities. This amendment is a recommendation of the House Joint Resolution 240 (1996) Joint Subcommittee to Evaluate the Future Delivery of Publicly Funded Mental Health, Mental Retardation and Substance Abuse Services.)
