A.1. From this appropriation, $1,500,000 the first year and $1,500,000 the second year is provided from federal trust funds, and $700,612 the first year and $1,700,612 the second year from the general fund, to the Comprehensive Health Investment Project of Virginia (CHIP of Virginia) in the form of a Family Resource and Support State Grant. The purpose of the grant is to develop, expand, and operate a network of local public-private partnerships providing comprehensive care coordination, family support and preventive medical and dental services to low-income, at-risk children. General fund appropriations from this item for CHIP projects shall be used to pay for local services and shall not be used for administrative costs. CHIP of Virginia shall continue to pursue raising funds and in-kind contributions from local communities. By August 1, 1996, and by August 1, 1997, the State CHIP Office shall submit a report to the Chairmen of the House Appropriations and Senate Finance Committees on the proposed distribution , use of all funds in local CHIP projects, plans to pursue raising funds and in-kind contributions from local communities, and the actual contributions collected through such efforts. It is the intent of the General Assembly that CHIP program increase their efforts to raise funds from local communities and other private or public sources with the goal of reducing the reliance on general fund appropriations in the future.


2. The Department of Health is authorized to transfer permanently the ownership of two motor vehicles, provided as in-kind contributions by community partners at no cost to the Commonwealth, to the Comprehensive Health Investment Project of Virginia.


B. Out of this appropriation shall be provided $25,000 the first year and $50,000 the second year from the general fund to expand the Virginia Transplant Council's educational activities.


C. Out of this appropriation shall be provided $100,000 the first year and $100,000 the second year from the general fund for the Arlandria Health Center for Women and Children. The Health Center shall pursue raising funds and in-kind contributions from the local community.


D. Out of this appropriation shall be provided $25,000 the first year and $25,000 the second year from the general fund for the Louisa County Resource Council. The Council shall continue to pursue raising funds and in-kind contributions from the local community.


E. The Department of Health shall submit by August 1, 1996, to the Governor and the Chairmen of the House Appropriations Committee, Senate Finance Committee, and Joint Commission on Health Care, a proposal for designation and funding of the poison control program.


F.1. Out of this appropriation, $25,000 the second year from the general fund is provided to convene the first annual conference on the status of women's health in Virginia. The conference shall address, but not be limited to, health promotion, education, research and care, and shall establish the mission and organization for a public/private initiative to improve the overall health status of women in Virginia. The conference shall be coordinated by the Virginia Commonwealth University in cooperation with the Virginia Department of Health, the Medical College of Virginia Hospitals Authority, the University of Virginia Medical Center, and the George Mason University School of Nursing.


2. Any funds provided for the first annual conference on the status of women's health in Virginia which are unexpended on June 1, 1998, shall be allocated to develop a public/private initiative consistent with the recommendations of the conference on the status of women's health in Virginia to improve the overall health status of women.


G. Out of the appropriation for this Item, $20,000 the first year and $20,000 the second year from the general fund shall be provided to the Olde Towne Medical Center.
