A. Out of the amounts for General Management and Direction, the State Librarian is authorized to expend from special funds amounts not to exceed $5,000 the first year, and $5,000 the second year for entertainment and promotional expenses commonly borne by businesses. Such expenses shall be recorded separately by the agency.


B. Proceeds from The Library of Virginia's sale or transfer of existing architecturally significant furniture that will not be used in the new Library of Virginia facility shall be paid to The Library of Virginia Foundation for the sole purpose of acquiring historically significant books and manuscripts relating to Virginia history.


C. Out of the amount for General Management and Direction, a one-time appropriation of $25,000, to be equally matched by private funds, is provided the first year from the general fund to support the special functions and programs associated with the dedication and opening of the new Library of Virginia in 1996-97.


D. It is the intent of the General Assembly that the Library of Virginia shall be the project manager for the purposes of overseeing the construction of the Records Center, authorized in Chapter 1, 1993, Acts of Assembly, Special Session. The Library of Virginia will continue to occupy current facilities in the Library and Archives for records maintenance and other archival activities until the Records Center has been constructed and readied for occupancy.


E. It is the intent of the General Assembly that The Library of Virginia be authorized to fill all positions authorized in this act, and all part-time (wage) positions funded in this act, notwithstanding Section 4-7.01 of this act.


F. This appropriation includes a reduction of $84,500 from the general fund in each year to reflect the transfer of funds to Capitol Police for security services. The appropriation reduction shall not be accompanied by an allotment reduction for the Library of Virginia in the first year because a transfer of funds has already occurred administratively from the library to Capitol Police in the first year for security at the new library facility.
