A. The Secretary of Finance shall monitor revenue generating programs, and shall report to the Chairmen of the House Appropriations and Senate Finance Committees on a quarterly basis.


B. It is the intent of the Governor and the General Assembly that decentralization pilots of selected finance and administrative functions currently under way within institutions of higher education shall continue until they reach a point for evaluation of success. The Secretaries of Finance and Administration, in consultation with the Secretary of Education and the Director of the State Council of Higher Education, shall follow processes outlined in the 1998 "Decentralization Pilot Projects in Higher Education" for granting relief from rules, regulations, and reporting requirements in the areas of finance and accounting, the purchase of goods and services, and human resource management. Future decentralization proposals for institutions of higher education shall address the issues identified in this report, including periodic meetings to examine opportunities for administrative streamlining, as well as board of visitors' approval and central agency oversight, internal control, internal audit, and post-audit evaluation requirements.


C. Included in this item is $330,000 the first year for the planning phase for the replacement of (i) the Commonwealth Accounting and Reporting System (CARS), and (ii) the Commonwealth's Program Budgeting system (PROBUD).
