A BILL to amend and reenact the thirteenth enactment of Chapter 1042 of the
Acts of Assembly of 2003, as amended by the 2004 Session of the General
Assembly, and to further amend Chapter 1042 of the Acts of Assembly of 2003, as
amended by the 2004 Session of the General Assembly, by adding a fifteenth
enactment so as to appropriate the public revenue for the period beginning on
the first day of July 2004 and ending on the thirtieth day of June 2005.

Be it enacted by the General Assembly of Virginia:
1. That the thirteenth enactment of Chapter 1042 of the Acts of Assembly of
2003, as amended by the 2004 Session of the General Assembly, is amended and
reenacted as follows:
13. That the provisions of the first and second enactments of this act shall
expire at midnight on June 30, 2004, pursuant to § 4-11.00 of this act, and
that the provisions of the fifteenth enactment shall expire at midnight on June
30, 2005. The provisions of all other enactments shall have no expiration date.
2. That Chapter 1042 of the Acts of Assembly of 2003, as amended by the 2004
Session of the General Assembly, is amended by adding a fifteenth enactment as
follows:
15. That notwithstanding any provision of this act, the total amount
appropriated in the second year to state, nonstate and other entities through the
various items of appropriations as set forth in the act, is hereby appropriated
beginning July 1, 2004, and ending June 30, 2005. In addition, all relevant
language constituting limitations, conditions, powers, duties,
responsibilities, and directives shall be applicable to such appropriations and
to the operation of government and its instrumentalities, mutatis mutandis. The
Governor shall, upon the effective date of this act, immediately reduce such
amounts so appropriated herein by any one-time expenditure that was
appropriated for the 2003-04 fiscal year and that was actually consummated
during the 2003-04 fiscal year. The Governor shall perform all actions
necessary to ensure receipt by the Commonwealth of all nongeneral funds
including, but not limited to, the allocation of matching funds for federal
fund draw-downs, and may transfer funds, without limitation, from one account
to another, as may be necessary to protect the financial interests of the
Commonwealth.
All general fund revenues carried forward from the fiscal year ending June 30,
2004, and all revenues collected during the period July 1, 2004, through June 30,
2005, that are in excess of the general fund appropriations made pursuant to this
enactment, shall be deposited into the Revenue Stabilization Fund.
