Explanation

(This amendment provides $50,000 GF the second year for the required deposit to the Corrections Special Reserve Fund, pursuant to § 30-19.1:4, Code of Virginia, to address the projected corrections bedspace fiscal impact of Senate Bill 848, which raises the minimum age to 21 for purchasing assault firearms and specifies that buyers must consent in writing for dealers to obtain criminal history records before completing the sale. Dealers must verify the buyer is at least 21. The proposal broadens the definition of an assault firearm, changing it from one with a magazine holding over 20 rounds to one with a fixed magazine capacity exceeding 10 rounds.)
