"Y. Out of the appropriation in this item, $450,000 the first year and $450,000 the second year from the general fund is provided to support community flooding resilience projects conducted  as part of the Resilience Adaptation Feasibility Tool (RAFT) program. These funds shall be divided equally among the state public university partners that conduct the RAFT. The funding will be used by the RAFT state university partners to: (i) provide guidance and support at no cost to under-resourced localities across the Commonwealth to measure their resilience strengths and opportunities, set resilience priorities, and begin implementing these resilience priorities; (ii) create a network “roster” across all Virginia public universities of faculty who are available to provide various types of technical support in building resilience at no cost for localities; and (iii) match the technical expertise and resources available through this new faculty network “roster” with localities that could benefit from this technical support to build their resilience at no cost."

Explanation

(This amendment provides $450,000 GF in each year of the biennium to support the Resilience Adaptation Feasibility Tool (RAFT) program. The RAFT is a component of the Commonwealth's Coastal Resilience Master Plan Framework.)
