Explanation

(This amendment provides $968,704 from the general fund and $2.3 million from nongeneral funds the second year for the fiscal impact of Senate Bill 831, which directs the Department of Medical Assistance Services to seek federal authority to implement presumptive eligibility for pregnant individuals, in addition to the existing hospital presumptive eligibility program and, if the department receives such authority, allows the department to authorize qualified entities to make determinations of presumptive eligibility for pregnant individuals. This amendment provides funding for the Department of Medical Assistance Services to seek federal authority through any necessary State Plan amendments to implement presumptive eligibility for pregnant women in accordance with 42 C.F.R. § 435.1103. Funding shall cover necessary systems updates, hiring personnel as needed, and other costs. Expenses are expected to be higher in year one due to start-up costs, and expenses in both years consider FFP of 50.0 percent. The department shall determine the methods used by qualified entities to verify income and shall implement quality control measures to reduce the risk of fraud or error. The department already has quality control measures in place for Hospital Presumptive Eligibility and may be able to use similar methods for this policy, which should offset costs. Additionally, should a completed application not be submitted by the last day of the month in which screening occurs, coverage will cease meaning that an individual cannot be covered for longer than 60 days without filing a completed application.)
