Page 362, strike lines 33 through 42, and insert:

"2. In the event that the increased federal medical assistance percentages for newly eligible individuals included in 42 U.S.C. § 1396d(y)(1)[2010] of the PPACA are modified through federal law or regulation from the methodology in effect on January 1, 2014, resulting in a reduction in federal medical assistance as determined by the department in consultation with the Department of Planning and Budget, the Joint Subcommittee for Health and Human Resources Oversight shall begin immediate consideration of the loss of coverage to Medicaid members and develop recommendations to preserve health care access to as many Medicaid members as possible, with consideration to the scope of the financial impact from the loss of federal funding.  The Joint Subcommittee shall report its findings and recommendations with 45 days of the federal action."



Explanation

(This amendment eliminates the automatic Medicaid Expansion termination language in the Appropriation Act. Should the federal match rate change, a legislative committee must be established to consider ways to adjust to the federal action while preserving access to health coverage for as many currently eligible individuals as possible. Medicaid Expansion provides health coverage to over 636,000 Virginians. Current budget language mandates the termination of this health coverage without legislative review.)
