Of this appropriation, from the amounts in paragraph A.1., $2,208,895 the second year from the general fund shall be used to provide funding to Families Forward Virginia to serve a new cohort of parents that will be part of a rigorous research study required to collect evidence to be submitted to the federal Department of Health and Human Services to determine whether Comprehensive Health Investment Project (CHIP) of Virginia meets criteria for certification as an evidence-based home visiting model consistent with the Department's Home Visiting Evidence of Effectiveness Criteria."



Explanation

(This amendment provides $2.2 million GF the second year for Families Forward Virginia to serve a new cohort of parents that will be part of a rigorous research study required to collect evidence to be submitted to the federal Department of Health and Human Services to determine whether Comprehensive Health Investment Project (CHIP), which is Virginia's own home visiting program, meets criteria for certification as an evidence-based home visiting model consistent with the Department's Home Visiting Evidence of Effectiveness Criteria. The Commonwealth has supported CHIP through federal and state funds for over 20 years. CHIP uses an evidence-informed framework for its model, and is a promising practice with strong outcomes in family well-being and self-sufficiency as well as maternal and child health. This is a recommendation of the Joint Commission on Health Care.)
