Explanation

(This amendment provides $130.0 million GF the second year for Senate Bill 1172, which exempts food purchased for human consumption and essential personal hygiene products from the local one percent sales and use tax, beginning January 1, 2026. Senate Bill 1172 proposes to provide localities with a state general fund appropriation to backfill the revenue loss. The actual fiscal impact is to be determined.)
