"5. Out of this appropriation, $10,000,000 the second year from the general fund shall be provided to the Mixed Delivery Program for building the supply of services and expansion of public-private cost-sharing model pilot to incentivize employers to contribute toward early childhood care and education costs of their employees and to maximize state funding for early childhood care and education services.


6. Out of this appropriation, $30,000,000 the second year from the general fund shall be provided to pilot public-private supply-building strategies to increase the supply of high-quality early childhood care and education services. The pilot shall be administered by the Virginia Early Childhood Foundation (VECF), in consultation with the Virginia Business Roundtable for Early Education and the relevant regional entities established pursuant to subsection D of § 22.1-289.05 of the Code of Virginia, with the objective of increasing the supply of quality early learning spaces to support working families, economic development opportunities, and community prosperity. VECF shall develop guidelines for expansion grants and incentives that address unique regional early childhood care and education supply challenges, prioritizing supply and capacity building in areas of greatest need."



Explanation

(This amendment provides $160.0 million GF the second year to eliminate waitlists for publicly funded early childhood care and education (ECCE) programs and to ensure that more eligible working families can access quality ECCE services for their children from birth to age 5. Of this appropriation, $120.0 million GF is provided to the Child Care Subsidy Program to meet current and projected demand based on data from the Department of Education, $30.0 million GF is provided for a public-private supply-building strategy pilot, and $10.0 million GF is provided to Mixed Delivery to build the supply of services and expansion of a public-private cost-sharing model pilot.)
