"GGG. 1. Out of this appropriation, $1,990,000 the second year from the general fund is provided to establish the Restorative Schools in Virginia pilot program with the purpose of developing an evidence-based restorative practice schools strategy to improve school climate, foster student connectedness, positively impact student health and wellbeing, lower disciplinary rates, and reduce racial disparities in school discipline. Funding shall be prioritized to districts who are not implementing evidence-based restorative practice alternatives.

2. The funding shall include $960,000 to hire 1 to 2 restorative practice specialists in each eligible district, $480,000 to support stipends for staff members adopting additional responsibility within the district's schools, $400,000 to support training and technical assistance within the district's schools, and $150,000 for a contractor hired by the Department of Education to support data collection.

3. Technical assistance and supportive services may include non-instructional specialized experts in restorative practice to assist schools and local education agencies, as needed in developing and revising comprehensive plans to reduce disciplinary incidents and improve school climate by addressing the causes of student misconduct."
