"T.1. Out of this appropriation, $5,300,000 the second year from the general fund shall be used by the Virginia Office of Education Economics (VOEE) to develop and implement a program offering comprehensive test preparation, professional licensure preparation, and workforce credentialing at no cost to students, with a goal of serving all students at Virginia Community Colleges and Historically Black Colleges and Universities (HBCUs) to be known as the “All Access Virginia Workforce Accelerator” Program.


2. The Program shall offer students, at a minimum, test preparation services for licensure and credentialing exams linked to Virginia's High Demand Jobs List as maintained by VOEE.  The program must provide comprehensive preparation for credentials such as, but not limited to Nursing, Teaching, Medical Assistant, Financial Investment, Insurance, Paramedic, Pharmacy Technician, General Managers, Real Estate, and Armed Forces Entry. The Program must provide comprehensive preparation for credentials such as, but not limited to, the Certified Associate in Project Management, the Securities Industry Essentials Exam, the Financial Paraplanner Qualified Professional exam, and the Wealth Management Specialist exam.


3. In establishing the Program, VOEE must consider, among other factors, whether the test and licensure exam preparation and credentialing programs can be provided by a single, qualified vendor through a single centralized portal or enrollment system.


4. VOEE shall report annually to the Virginia Board of Workforce Development (VBWD), Secretary of Labor, Secretary of Commerce and Trade, House Committee on Appropriations, and the Senate Committee on Finance and Appropriations on the Program's usage as soon as is practicable after the Program has been in place.


5. To the extent practicable and in compliance with personal and data privacy laws, VOEE shall develop with a vendor, as part of the Program, data collection and reporting systems to track and report on the Program's overall effectiveness and alignment with State workforce and education priorities, with a goal of providing multi-stage research to gauge the impact of this investment on in-state recruitment and retention, the State's talent pipeline and workforce development, and the longitudinal value provided to the State's community college system, HBCU's, and their students."
