A.1. The Director, Department of Planning and Budget, may approve an interest-free treasury loan for the Department of General Services to acquire and improve property for the relocation of the Office of Fleet Management Services.
2. The property at 2400 West Leigh Street in the City of Richmond, currently occupied by the Department of General Services' Office of Fleet Management Services, shall be sold at fair market value. The treasury loan authorized in this item shall not exceed the estimated sale price of 2400 West Leigh Street.
3. The treasury loan shall be repaid from the proceeds of the sale of the current Fleet Management Services property.
4. Notwithstanding the provisions of § 2.2-1156, Code of Virginia, or any other provisions of law, any proceeds from the sale of the Department of General Services' Office of Fleet Management Services exceeding the amount of the actual treasury loan amount needed shall be paid into the general fund.
