Page 594, after line 29, insert:

"The State Corporation Commission shall commence a proceeding to establish the minimum bill, as required by subsection D of §§ 56-594.3 and 56-594.4, Code of  Virginia, immediately upon the adoption of regulations pursuant to subsection F. of §§ 56-594.3 and 56-594.4, Code of  Virginia, or July 1, 2025, if no such proceeding has commenced before then."

Explanation

(This language amendment directs the Commission to commence a proceeding to establish a minimum that a subscriber is required to pay on their monthly utility bill, either immediately upon the adoption of regulations pursuant to subsection F. of §§ 56-594.3 and 56-594.4, Code of Virginia, or July 1, 2025, if no such proceeding has commenced before then.)
