Explanation

(This amendment proposes an additional $50 million from the general fund in fiscal year 2025 and $150 million from the general fund in fiscal year 2026 be provided to support the Richmond Combined Sewer Overflow Project. This is in addition to $50 million from the general fund in fiscal year 2025 provided by Chapter 2, 2024 Special Session 1, and $50 million proposed by the Governor in House Bill 1600 as introduced, for a total of $300 million to support the Richmond Combined Sewer Overflow project over the biennium. The amendment further stipulates these funds be deposited in the Combined Sewer Overflow Matching Fund established pursuant to § 62.1-241.12, Code of Virginia. The City of Richmond has requested that a total of $500 million be provided by the Commonwealth by the end of fiscal year 2028 to support the execution of contracts necessary to complete all projects by the statutorily mandated date of July 1, 2035.)
