"W. Out of this appropriation, $2,788,470 the second year from the general fund shall be provided to support the establishment and implementation of the Bright Futures program to provide stipend payments and case management to former foster care youth aged 21 to 23."

Explanation

(This amendment provides $2.8 million the second year from the general fund to fund the fiscal impact of House Bill 1964, which creates the Bright Futures program. Bright Futures will provide a monthly maintenance care payment to individuals aged 21 to 24 to support their housing costs as they transition to adulthood and self-sufficiency. The percentage of the monthly stipend received will depend on the recipient's age and will gradually decrease each year up until their 24th birthday. Age 21 would receive 75 percent of the current maintenance care rate, age 22 would receive 50 percent of the current rate, and age 23 would receive 25 percent of the current rate. The current maintenance care rate is $836 per month. Funding from this amendment will support the cost of the maintenance payments as well as support local departments of social services to provide case management for the individuals participating in Bright Futures.)
