This cohort will receive home visiting services while participating in a randomized controlled trial to establish the evidence base necessary for CHIP of Virginia to become an evidence-based service in the Home Visiting Evidence of Effectiveness clearinghouse."



Explanation

(This amendment provides $4.5 million from the general fund in fiscal year 2026 to Families Forward Virginia to provide the research needed to determine whether the CHIP of Virginia home visiting program meets federal standards as an evidence based program and can become eligible for federal funding through the Maternal, Infant, Early Childhood Home Visiting Program. Families Forward Virginia is a non-profit organization that provides statewide home visiting programs to eligible Virginia families. CHIP of Virginia, one of three home visiting programs implemented by Families Forward Virginia, promotes healthy pregnancy and positive child development by pairing families with integrated teams of registered nurses and parent educations. CHIP of Virginia has documented positive outcomes, but additional research is necessary to collect sufficient evidence on the program to meet federal criteria. Obtaining certification is a necessary step in determining whether CHIP of Virginia could be eligible for federal MIECHV program funds. If federal funds were available, the program could expand access to home visiting programs for additional vulnerable and underserved families in Virginia. This is a recommendation of the Joint Commission on Health Care.)
