Explanation

(This amendment maintains language that was stricken in the introduced budget which does not allow the Board of Health to modify the geographic or designated service areas of regional emergency medical services (EMS) councils in effect on January 1, 2008 or make such modification a criterion in approving or renewing applications for such designation or receiving and disbursing state funds. Regional EMS were formerly established in Virginia in the 1970s and developed along planning districts to address regional need such as EMS staffing, medical resources, patient referral patterns, mutual aid, and regional health determinants. The stricken language was adopted by the 2009 General Assembly when the Office of Emergency Medical Services sought to reduce the number of regional EMS councils. More recently a Virginia Department of Health review of the irregularities within the Office of Emergency Medical Services and subsequent report recommended reducing the current 11 Regional Councils to seven, aligning them with other public safety agencies. However, concerns about consolidation remain among some local governments, EMS agencies and providers.)
