Page 222, after line 50, insert:

"V. Out of this appropriation, $1,000,000 in the second year from the general fund is designated as a one-time appropriation to support student mental health services in institutions of higher education. The State Council for Higher Education for Virginia, in consultation with the Secretary of Education, shall coordinate and define a process for public institutions to pursue a common vendor and statewide contract to provide mental health services to students. Private not-for-profit colleges shall be eligible to participate in any common vendor contracts procured through this process. Such services may include virtual care and may utilize current contracts through the Virginia Higher Education Procurement Consortium.”



Explanation

(This amendment requests funding for a pilot program at SCHEV to any public or nonprofit private university that wishes to utilize mental health services virtually from a telehealth vendor for their students. The funding would subsidize a certain number of students receiving mental health care virtually according to guidelines determined by SCHEV.)
