1. Any unused funds from the $100,000 appropriation for purposes of planning and designing the Museum's facility shall revert to the general fund.
2. The Museum shall pay for any additional construction costs exceeding the $10,000,000 appropriation from nongeneral fund sources.
3. With the approval of the Director of the Department of Planning and Budget and the Director of the Department of General Services, the Museum may transfer funds from the second year to the first year for purposes of constructing the facility should the Museum complete its plan and design of the facility prior to the close of fiscal year 1999.
