"L1.   The Compensation Board, with assistance from the Auditor of Public Accounts, shall develop a reporting system, in accordance with Generally Accepted Accounting Principles, which identifies all revenues and expenditures of local and regional jails and jail farms which receive funds from the Compensation Board.  The format for the report shall be provided to the Chairmen of the Senate Finance and House Appropriations Committees by December 1, 1998.
2.  The Compensation Board shall provide the Chairmen of the Senate Finance and House Appropriations Committees with an annual report, on December 1 of each year, of jail revenues and expenditures for all local and regional jails and jail farms which receive funds from the Compensation Board.  The first report, for fiscal year 1999, shall be due on December 1, 1999.
3.  Local and regional jails and jail farms and local governments receiving funds from the Compensation Board shall, as a condition of receiving such funds, provide such information as may be required by the Compensation Board, necessary to prepare the annual jail cost report.
4.  If any Sheriff, Superintendent, County Administrator or City Manager fails to send such information within five working days after the information should be forwarded, the Chairman of the Compensation Board shall notify the Sheriff, Superintendent, County Administrator or City Manager of such failure.  If the information is not provided within ten working days from that date, then the Chairman shall cause the information to be prepared from the books of the city, county, or regional jail and shall certify the cost thereof to the State Comptroller.  The Comptroller shall issue his warrant on the Treasurer for that amount, deducting the same from any funds that may be due the Sheriff or regional jail from the Commonwealth."
