1. As a result of expanding options to serve elderly individuals requiring specialized nursing services, the Department shall close Piedmont Geriatric Hospital by June 30, 1999. The Department shall ensure that patients are transferred to community facilities nearest their families.
2. The Department, in conjunction with the Department of Personnel and Training, shall develop and implement a plan to assist affected employees in making a transition to other public or private employment. In addition to a standard severance package as laid out in the Workforce Transition Act, the plan shall provide for benefits such as retraining, retention bonuses and transportation allowances. The appropriation for Administration and Support Services includes $3,900,000 in the first year to be used for this purpose.
3. Savings associated with this closure are estimated to be $3,000,000 the first year and $7,000,000 the second year from the general fund and shall be reinvested in community services. In the first year, $2,500,000 shall be used for the purchase of atypical anti-psychotic medications and $500,000 shall supplement the funding necessary for the establishment of assertive community treatment teams. In the second year, $5,000,000 shall be used for the purchase of atypical anti-psychotic medications and $2,000,000 shall supplement the funding necessary for the establishment of assertive community treatment teams.
