"Out of the appropriation, $20,000 the first year from the general fund for the Southwest Virginia Higher Education Center to conduct a feasibility study of employment/training opportunities in Buchanan County, including but not limited to, establishing a Veterinarian Technology Training Center, which could be combined with a regional animal shelter, in Buchanan County.  The Center shall provide its findings to the Chairmen of the Senate Finance Committee and the House Appropriations Committee by December 15, 1998."

Explanation
(This amendment provides funds to the Southwest Virginia Higher Education Center to study the feasibility of establishing a Veterinarian Technology Training Center, combined with a regional animal shelter, in order to create employment in Southwest Virginia; help meet the national demand for veterinarian technicians; and to address the local need to meet statewide animal shelter requirements.)
