Page 68, after line 33, insert:  "E.  The Department of Business Assistance shall conduct a study using current program policies to project the demand for workforce training services in the 1998-2000 and 2000-2002 biennia.  In addition, the Department shall project the demand for training services if the eligibility criterion requiring a one-year investment of $1.0 million was reduced to $250,000.  The Department shall include an assessment on agency staffing, administration, and program costs under both scenarios, as well as the assumptions used to base the projections.  The Department shall report its findings and any recommendations by November 4, 1998, to the Chairmen of the House Appropriations and Senate Finance Committees. "


Explanation
(This amendment requires the Department of Business Assistance to project the demand for workforce training services over a two biennia period using two different eligibility criteria and to report those findings and costs to the General Assembly.)
