"B.  The Governor is authorized to supplement appropriations for state agencies or make payments to localities in an amount not to exceed $5,000,000 for administrative costs associated with the implementation of the Personal Property Tax Relief Act of 1998.  The Governor shall report any supplements or payments to the Chairmen of the House Appropriations and Senate Finance Committees no later than thirty days from the date they are executed."
