Page 314, after line 29, insert "The  Department of Motor Vehicles shall conduct a study of the requirement for the regular replacement of license plates.  Study participants shall also include the representatives of appropriate law enforcement entities and local Commissioners of Revenue.  The scope of the study shall include, but not be limited to: (1) a determination of the cost to manufacture a set of license plates, and a comparison of these costs with other states; (2) an evaluation of the Council of State Government's estimate that a minimum of 4 percent of all vehicles are not legally registered, and the fiscal impact of this data applied to Virginia; (3) the life-expectancy of license plates and a determination of how often plates should be replaced; and (4) estimated costs for phasing in a regular replacement program, and estimated net savings or loss for all parties associated with regular license plate replacement."
