Explanation
(This amendment increases the amount of funds dedicated to pay for an increase in the Northern Virginia Transportation Program, pursuant to the passage of Senate Bill 566. Senate Bill 566 authorizes an additional $90.9 million in Commonwealth Transportation Revenue Bonds, increasing the authorized bonds from $271.0 million to $361.9 million. The bill stipulates that only nongeneral funds will be appropriated to fund debt service. This amendment increases nongeneral funds by $3.5 million in the second year. The NGF is expected to come from public right-of-way user fees being charged to telecommunication companies.)
