A. No funds from this appropriation shall be expended for the purpose of privatizing correctional education services at new correctional facilities prior to the completion of a cost benefit analysis by the Department of Planning and Budget that demonstrates a benefit to the Commonwealth when compared to the agency providing such services.
B. Out of this appropriation the Department may provide such positions as are required to provide educational services for detention centers operated by the Department of Corrections.
