Explanation
(This amendment defers the decision to fund the opening of the Wallens Ridge Correctional Center, by reducing the appropriation for operation of this facility by $10,000,000 the first year, $17,500,000 the second year, and 400 positions. Sufficient space to house the current forecast of state responsible offenders is already available in other state and local facilities through the first year of the 1998-2000 biennium. Any further reduction in the forecast for state responsible offenders would suggest that this facility may be available for contract prisoners for a short time.)
